1. Make it easier for readers to comment
2. Write posts in a timely fashion with begging questions at the end
3. Include a link to the Comment Feed
4. Reward Commenters
5. Enable subscribing to comment replies via email

I do most, but not all of these here. I don’t expect too much participation since I must primarily be driving folks to other blogs.
